Italian Law 138/2001 defines the various forms of visual impairment eligible for legal recognition, with the aim of properly classifying low vision and blindness according to internationally accepted ophthalmological standards.
Definition of Total Blindness
For the purposes of this law, the following individuals are considered totally blind:
a) those with complete absence of vision in both eyes;
b) those who can only perceive light, shadows, or hand motion in both eyes or in the better eye;
c) those whose binocular visual field is less than 3%.
